Dean, sounds like your trouble is probably linkage related. I'm more familiar with TO20's and 30's, but I'm guesing TO-35's linkages are similar. Try disconnecting your throttle linkage going to the carb, and holding it manually with the engine running. You should be able to feel when the throttle is closed, check your RPM's, and adjust the idle speed set screw. Get you idle where you want it and hook the linkage back up. If the idle is off, definitely a linkage problem. Hope you have a manual, the sequence for adjusting the throttle linkages and governor linkages is too complicated for me to type - up here, and I don't remember all of it off the top of my head anyway. The main thing though, you have to work through the whole sequence from the beginning, and in order, adjusting each linkage... they are all interconnected, adjusting one may just throw off another. You can try just lengthening the throttle linkage to the carb to see if that helps your idle, but it may impact how the governor reacts, or it take away some top end RPM's. Really recommend adjusting all of them the way the manual says.
