TO35 removing governor shaft from timing gear cov

I am rebuilding my Z134 and would like to replace the seal and bearing on the governor shaft, where it goes through the timing gear cover.

My manual says to remove a pipe plug which is located in the cover to get to the pin which holds the end on the shaft. The problem is my cover does not have a pipe plug or the boss that the plug goes into. There is no way I can see to get at the pin to punch it out and take the end off the governor shaft. I am considering drilling a hole in the cover at the location of the pin and then either tapping it and putting in a plug or patching it with JB weld after replacing the bearing and seal and repinning. The timing gear cover is fairly thin at this location, without the boss shown in the manual so I'm not sure it would hold a plug.

Has anyone ever came across this problem? The governor shaft is not real loose and I am not sure there would be enough oil at this location to cause a substantial leak anyway.

Any advise would be appreciated.
