1948 TO 20 has leaks on both sides where the arms come out of the gearbox? Is this a splash system from below or a unit in itself and since I may have to replace the seals is what I"M looking at an allen head holding the arm in or the back of a bolt..I did take off a fill plug and cleaned out the vent hole that was plugged..This tractor just needs this and a PTO leak repaired then I can sand blast and paint..

The steering sector arms seals may be purchased new. I forget the details, however if you search this board for steering arm seals you should find the post explaining where the buy them and other steering box details. I seem to remember reading this thread about two years ago. The oil level in the box should be at the center of the sector gears inside the box. This naturally is halfway up on the seals, so unless the box is run low you have a continous leak with worn out seals. The steering box is self-contained, it does not just sit atop the transmission and depend on splash lubrication as the Ford tractors

I had the same problem on my TO 30. My Massey Ferguson dealer suggested using IPO grease instead of the oil, but when that started leaking out I replaced the seals. Not too hard to do but remember to buy a lower gasket for the case so it does not end up leaking too. Oh, there are just bolts on the inside of the housing to remove to pull the arms out then drive out the old seals.
