Big Dean will probably jump in and solve this one for you, but, My MF 35 Industrial had that problem, it was a hunk of sealant in the release valve at the bottom of the pump; would let the valve move forward to the release position where oil drains out of the cylinder and pump, arm moved, but valve was stuck in the intake position. You might check the quadrant position; that's the plate with four bolts that holds the control lever to the differntial. The plate can be moved forward and back when the four bolts are loosened. Correct adjustment is when arms start to fall when the back edge of the lever is 2 1/2 inches from top position, plus or minus 1/8". Put the lever in that position, then move the quadrant(can't remember if forward or back) 'til the arms start to drop; that would be correct position. I had to pry on the plate to get it to move, gently,Good Luck George PS; Could also be adjustment of the upper link tension...you should be able to turn the large spring, without slack. Normally if you push forward on the top link, with the arms about mid point, they will start to rise. If the tension on the spring were adjusted incorrectly it might push in on the control arm, creating this same effect. You adjust this by removing the pin connecting the lift rocker to the plunger, then rotating the plunger; it should move easily without forcing...
