I'm getting my 53 TEA ready for winter and I'm wondering the best way to pre-heat the engine coolant on cold days. Is there a location to install a block heater .

No particular place to install a block heater, some use the bottom hose.I am sure someone will come online here and tell you where they have fitted one that works fine.

You can still get one that fits in the bottom hose from Canadian Tire.
Mine has one but I have never remembered to plug it in; it starts so well.

I used a lower radiator hose heater on my TO-30 and external heaters on the Farmalls. Both worked well.
