If I leave the gas shutoff valve open on my TO-30 when the tractor's not running, the carb sometimes overflows with gas...pours all over the place. A buddy suggested it could need a carb kit. Any thoughts on the cause ? Is his solution a good one ?

That is a common problem with Fergys and N's. The needle valve does not do a good job shutting off fuel against the weight of the gas in the tank when the engine is not running. The more gas in the tank, the worse the problem. You need to close the fuel bowl valve.
You can rebuild your carb, and may very well still have the same problem. I have seen posts from guys complaining of the newer, rubber tipped needle valves as contributing to the problem.

Thanks all for the input...I think I will put a carb kit in , it's pretty rough inside, and has a home made gasket also. I'll check float level & remember to shut the gas off from now on !

Check float level it should be 1/4 in. from base.

I doubt you need a kit, unless the engine is running ragged and it's not due to ignition problems. Your float level is either not set right, there's some dirt in the float valve seat, or the floats are leaking and need to be resealed or replaced.

It probably does need a kit, but any time the fuel tank is higher than the carb. it is smart to turn the fuel off when not in use. We are dealing with a piece of machinery and even a new one can malfunction.
