Jerry is correct on checking the starter. However, be very sure the tractor is out of gear!! The starter will turn fast and if in gear a rear wheel may run over you. Also, it doesn't matter, in that situation, which cable goes to the starter and which to ground. If you are running cables from your 12 volt vehicle battery, the starter won't care which is which. Just don't run 12 volt cables into the ignition anywhere "above" the starter in the line. I always hook up the one to the starter post first, and then touch the other to a good ground. You may get some spark, so gloves are good. If the starter turns good that way, the problem is somewhere else.

If it's not even turning over, I would expect that the starter switch needs adjusting or replacement or your starter is bad. To check the starter for functionality, take a set of jumpers from the battery ground side to a good ground on the engine. Take the other battery terminal and connect the jumper from it to the nut that takes the power feed into the starter. (If you have a 6 V system, then the positive is the ground and the negative is the power feed to the starter. If you have a 12v system it's just the opposite.) The starter should turn over when you touch the power lead to the nut. If that's the case, your problem is the switch.

I'm presuming you have power to the switch when you push the transmission lever to the start position. I would suggest you loosen the bolts on the starter switch cover and move the switch rearwards and then try to start. If it still doen't turn over, your switch is bad. Hope this helps.Let us know what you find.

Mine has done that a couple of times. It turned out to be a broken nose on the starter.
