I recently had to disassemble the pto and lift mechanism and when I put it back togther the lift will not work but the pto works ok. Could it be that there is air in the lines or in the lift pump?

Air lock is unlikely since the pump is submerged. I would look for unattached linkage between the quadrant lever and the pump. You can have a major oil leak, remove one of the side inspection covers and use and inspection mirror and flashlight to spot any leaks above the oil level. Take care, fingers and moving parts are not compatable.
