TO-20 Still running rough

My TO-20 has idled rough since I got the tractor over a year ago. I got the engine re-built and rebuilt the carb and it still idles rough. All the cylinders fire as noted by removing the spark plug wires one at a time. Every thing is new with the exception of the distributor. May that be the problem?

Check if there is any wear in the spindle bearing...(can you move it side to side) if you can change it....have the cam lobes worn enevenly, check points gap on each one, if they have change it. both of these can give uneven running.
