Propane questiion on my TO-30

Some of you may remember that I posted here a few days ago about a propane TO-30 that I bought.

The tractor ran very poorly when I got it. It would only start and run smoothly with the choke pulled about halfway out.

Last night I took it to the car wash to clean it up a bit. Got the distributor wet, and then it wouldn't start. So I popped the cap off and dried the insides out. Once we got it started running again, you no longer have to keep the choke partway out to keep it running smoothly. I have no clue why.

I noticed a big screw on the side of the regulator. I wondered if it adjusted the fuel/air mixture, but was leery of messing with it. I tried adjusting the mixture screws on the carburetor, but they appeared to have no effect on how the engine ran.

The regulator says "Garretson" on the side of it. The words "MODEL KV" are on the side too. I may have the "KV" wrong, as it's hard to see in the picture and I didn't write it down.

I'm curious if any of you have experience with propane stuff, and know where I should start with this thing. I want to have it run well and be dependable. And I don't mind spending some time and effort on it. But I don't really know what to do.

The tractor hasn't been well cared for. The engine oil looked black as coal. The air filter was so plugged with dirt it took me 20 minute to clean it all out. So just about anything could be wrong with it.

Any suggestions would be appreciated.
