valve questions on TO-20 engine

I am giving my TO20 a valve job. I've pulled all the exhaust and intake valves. The intake valve arrangement does not match my manual. They have no "stem guards" and no "neoprene gaskets", like the manual picture shows. The intake valves basically where installed just like the exhaust valves. Is this right, or am I missing some parts here?
Also, is there a "shade tree mechanic" method to test or measure the valve stem guides for wear?

I have a "reprint" of an original Ferguson shop manual, looks like it was photocopied, the picture quality stinks. I got it from some website a couple years ago... I ordered a valve rebuild kit off this website today, comes with new guides, but doesn't sound like it comes with neoprene gaskets or stem guards. I'm still trying to figure out if these parts were replaced by better valve guides, or I'm missing these parts, or my manual is wrong...
I'm done rebuilding my engine from the gound - up, except for the valve train. I still have these little rubber seals left from my engine rebuild gasket kit. They fit on the valve stems real nice, but there is nothing to hold them in place.... still trying to figure it out. Any help would be appreciated greatly

George, If you don't have a factory manual, invest in one especially if you're doing your own work. My factory manual says that you clean the guides out with a special drill powered brush and measure the ID of the guide . The guide must not be greater than 0.3177 inches at any point in the guide. Regarding oil seals, only the intake valve has them. The neopreme gasket goes between the spring retainer and the stem guard.

What manual do you have? The original manual from a MF dealer is the best, all others leave a lot to be desired. I can't get to my HF TO30 shop manual right now, but I think it tells how to test the valve guides for wear.
