If your TO-30 runs better under load, but runs rough when not under load, your carb. may need adjusted, cleaned out, or rebuilt. I have seen that sort of thing before. Checking the timing, point gap, distributor and making sure you have a good spark on each plug was all good ideas too. That is all easy stuff compared to pulling the head, so it is a good place to start. Might want to check compression on #4 again, if it really is that much different than the others, might have a leaking valve, headgasket or broken ring. Don't know if you checked compression hot or cold. Doing a wet & dry compression check might shed some light on the problem as well. I just rebuilt my TO-20, the cylinder that was giving me the worst wet compression had two broken rings when I pulled that piston. I have heard of sticking valves, gummed-up, and carbon build-up on valves, your local Auto Parts store probably has stuff that is suppose to help clean-up that sort of thing. I have heard good things about that Marvel Mystery Oil but don't have any experience with it myself. Actually, if you think valves might be giving you trouble, you could probably drop the gas tank and pull the valve cover for a 1st hand look at that side of things in just one beer. Hope that helps.
