Having difficulty engaging gears and PTO lever - decided to split tractor in half and take clutch plate out. Purchased new friction plate, assembled and tightened the six bolts down on the clutch housing. Problem now is the three fingers on the clutch housing have the springs under full compression. I need to adjust these fingers to a tolerance of 3/16" but where do I measure from, front of housing or inside the housing, and how do I ensure that all three are squared up?

You take the measurement from the surface on the flywheel to which the cover is bolted. There is a propper MF tool which is C shaped, perhaps you could make one? The setting should be in the workshop manual. If you've got the springs that compressed are you sure you've got the plate in the right way round?
