I have a TO-20 (ser# 5069)and am rebuilding the engine. I noticed the flywheel teeth are pretty shot so I need to replace. I have read the archives on this issue and understand the ring gear problem with the early tractors. I really do not want to put on a different flywheel because it seems I would then need a different starter. What is the best way to secure the ring gear as is so it does not get forced off? Drill & tap flywheel and use bolts and washers? Will there be a balance issue?

I bolted my new ring gear on after the old one got pushed mostly off. I spaced the bolted evenly and as far as balance. If I remember correctly the pilot bearing is located in the flywheel and I balanced mine as best I could by hanging the flywheel and clutch pressure plate on the transmission clutch shaft and adding weight where needed. Just give the flywheel a bit of a spin and add weight opposite of where the wheel stops turning. Heavy side should go to the bottom. I used a free spinning bearing and not a new one packed with grease. I think mine engine had a little less vibration after balancing this way. You could take it to some place that balances engines also to get it balanced right. Good luck!
