Little carby thing

Hi!
I'm puzzled. Whats the use of that little metal rod from the main throttle butterfly lever to the choke lever thing (forgive my terminology). On my Fergy, it just fits into a little pipe on the choke lever. All it seemes to do is slightly restrict the movement of the throttle back to idle, and generally, gum up its movement. If anyone can understand my writing, I'd really appreciate some help!

This sounds like what I have on my TEA - is it a Zenith carb like in the top picture at the link shown below? If so the idea is that when you pull out the choke all the way, the tube 18 slides up to the bend in the rod 11 to open the throttle butterfly slightly. By loosening the screw 28 you can get the adjustment just right.

I have a TO-30 with a Marvel-Schebler TSX 458 carb and I don't have anything connecting my throttle plate lever to the choke lever. What Model( TEA-20, TO-20, etc) do you have and what kind of carburetor (Marvel-Shebler, Zenith, etc)?
