Need help - TO-35 runs too good - 3000 rpm

I just did a rebuild on a '55 MF TO-35. New Pistons, sleeves, head and all. Purrs like a kitten at idle of 380 to 400 r's. Grab the throttle and watch out! The first try it hit 3200 rpm and after arguing with all of the adjustments that I can adjust, the slowest high end rpm that I can get is 2850. The I.T. book says 2200 rpm. I removed the timing cover to see if everything with the balls and such was working freely thinking that I may have used too much assembly lube and it all works real free. So, put it back together, clocked the tab on the govenor at 8 o'clock, detached the rods (per the book) and adjusted it again like the book said. Bam! 3200 again. How do I keep this brand new engine from sticking a rod through the side of the block? When running the throttle by hand, and holding the gov. rod, there is a very slight pull back as r's increase, but not near enough to pull the rather large spring back. Any help would be appreciated!

Be careful on letting your Z134 Cont. run up that high.(even for a short while) I know the Tractor Pullers run that high or higher on the old Fergusons, but I was told that they (Z134's) dont like much more than 2500 RPM because of that long stroke.

Thanks Gregg.

I am trying to get the little z134 settled down but after several hours, still no luck. I have just about worn out the "U" bolt on the shaft. I think that I am going to try to replace the spring. Someone could have put one on it from a larger engine. Hmmm, wonder if one off a Briggs and Stratton would slow it down. Just kidding... Still would like any other knowledge that could help.
