The timing was significantly retarded. I was fooled by two red herrings:
1. The governor and throttle linkage was quite out of adjustment, causing it to rev very fast at "idle", which led me to think the timing was too advanced when it wasn't, and 2. The position of the distributor was the same as on my other tractor, but it ends up not being, so I guess one of them is meshing with the cam gear a tooth off from the other.
Problem solved, thanks for all your suggestions.

PS It runs beautifully - I guess the heat didn't do it in. Whew.

Jim you mention govener and links ajustments what is the corect way to put this back mine is also out of ajustment with some slack at the the nuckel joint it sometimes pops out because it is so worn
