TO 30 tractor trouble, Help!

I have a TO 30 tractor that has decided it doesn't want to start. It has set for a while, 3 weeks, but it has set that long before and I have never had any problem. Here is what I have done so far. 1. checked for spark at spark plug, it has spark. 2. Gas smelled funny, so I drained gas tank cleaned gas bowl and made sure gas is getting to carburetor with fresh gas. I noticed that gas was leaking out of the mouth (opening to air cleaner) so I pulled carburetor and cleaned it inside and out. I didn't find any trash or rust inside so I put it back together and tried to start. Nothing. I'm stumped. It is a Marvel-Schebler carb and the only thing I'm not clear on is how to set the screws that control the idle mixture and the power range? I haven't looked at points as I found spark at the spark plug as mentioned earlier. Anyone with any experience or advice or both will be greatly appreciated by me. Thanks in advance. Stumped in Arizona.

you have spark at plugs but you should look at the points and also the condenser if your condenser is grounded out as happens sometimes or if points are too badly worn you will have this trouble. Does engine kick or have you seen black smoke from the exhaust. Just a few thoughts. An engine that is badly flooded is hard to start I used to shut gas off on my old JD A and whirl it over to get some of the gas out. Another thing to check is the oil bath air cleaner if this is plugged you could have real problems.
