Thanks Marlowe, Ray and Dennis for responding. I agree that the clutch, if operating properly, should engage in all gears. 1st, 2nd and 3rd works great and will spin the tire and lift the front wheels up. I will have to check that manual to see if there is a way to adjust the clutch.
I am new to the workings of the TO-30 since it is the first tractor I have owned. Thanks

Clutch adjustment: Locate the clutch shaft and pedal connection point. Insert a rod in the hole in the end of the clutch shaft. Loosen the clamp bolt while holding the slack out of clutch shaft(against the throwout bearing). Adjust the clutch pedal to obtain 3/16' clearence between the top of the clutch pedal and the bottom of the foot peg and tighten bolt. Mike, if the clutch material is oil soaked nothing else will correct the problem except replacement. FWIW; Is there oil dripping from the weep hole in the bottom of the bell housing? If the answer is yes the rear seal should be replaced when the clutch is replaced- should it be bad.

one more thing dose your pto turn in 4th. gear?even if your tractor don't move if it dose then you have a busted 4th. gear in the trans.and if it don't turn then your clutch is bad because this is not live pto and should turn only when tractor moves or is in nuwtral
