thanks for the help, i tried a gear puller,no luck,been spraying with pb blaster penetrant for about 5 days,still no luck,been hitting up on the wheel from underneath using wood block and hammer,no luck, i had the same problem kevin had with the puller slipping can't get a good grip with the puller,i thought of heating it but don't want to melt steering wheel,any more ideas would be greatly appreciated, also the tractor is a 1951 TO 30 i am trying to replace steering housing,it cracked i have a new/used one to put on, what about the throttle lever it goes through the steering housing,i don't know how it is connected down in the housing , anybody know how i deal with getting the throttle lever up out of the steering housing? thanks for any help you can give me,jeff.

You need to use a bearing separater/puller to remove the steering wheel, you should be able to hire one from your local tool hire centre. For the throttle lever you need to go beneath the housing and remove the split pin below the spring. The spring will then drop down the shaft enabling you to remove the whole assembly from below.
