From what you've said, it sounds like you may have a leak on the lift cylinder seals, or it could be that the relief valve is operating early. Take the RH inspection cover off, and lift the hydraulics with something heavy attached. Then switch the tractor off and look inside the back end to see if there is oil leaking/dripping down from the top cover area - if so your leak is up there in the lift cylinder. If not, suspect the relief valve - and run the tractor with the same implement lifted to see if there is turbulence/roiling indicative of a relief valve operating early. Also, don't forget that the TE/TO series had an early hydraulic system which may be designed to run at lower pressures than your Dad's tractor. However, you should still be able to get the tractor to 'sit up and beg' with a good load on the hydraulics.
