TO35 Lift: Prime the pump?

I have installed two rebuilt pumps and cannot get the pump to even try to lift the arms!! Right now in Virginia the daytime temperature barely makes it above 40degrees and that may be my problem..none of my books mention any kind of priming procedure for the pump but it seems that I may be having a problem getting fluid into the pump..Does anyone have any ideas? I have run the tractor with the lift cover off and there is no sign of air or turbulance around the pump. I can't believe that I have two pumps that don't work..HELP

Have you checked you Quadrant adjustment???

If it is like my TO-20, if is more sensative than I would ever imagine...

Did you check the stand pipe and orings.I do not have a book in front of me but there is a spring in side see if it is broke or unhooked.
