TO-20 Cyl compression

I'm trying to help my neighbor rescue a badly maintained tractor. It has oil on the plugs and very excessive blowby. The cyl compressions are 76,85,80,and 55 after three/four revolutions. It needs rebuilding. Does anyone know the cyl psi spec on a good engine? I don't see it in my manuals. Thanks
