TO-20 oil filter assy. not so sure?

just bought this tractor it was not running . wanted to change filter I removed oil pan to clean everthing. the round plate where oil filter goes was removed. anyway I placed all cleaned parts and new filter refilled with 6 quarts.spun engine over to build up oil pressure and did not come up. when I drained the oil and removed the filter the filter seemed to not be saturated with oil. sure there was a little. I removed oil line and tried to prime system as well.still nothing any pointers?

The oil gets to the filter pretty much last. Oil is metered out thru a small hole in side pipe that runs thru center of filter. You maybe knew all this , good luck. Is it possible the pump lost its prime?

I had that same problem when I installed a used pump that had sat around for many years. The problem was that the pressure release in the pump was stuck open. I took the pressure release apart and freed it up and then it had good oil pressure.
