When i have a load on the 3pt of my TO 30, and i raise it up, it starts to make a clacking or poping noise. It doesn't shake but i hear this clacking noise when i have it raised all the way up. Hydraulics stay up, but i hear this noise anyway. Can anybody tell me what causes this.

Some knocking from the pump is common and if you don't use it too hard it may last essentially forever or as long as you need it. You might go to the 8N-9N board and search for Zane who has commented on this several times.

Some possibilities to consider are: Is there water in the oil causing a lack of lubrication for the pump cylinders? Is the pump misaligned from a hasty reinstallation? Are you using 80/90wt. straight mineral oil per owners manual? Is the PTO shaft bent from overzealous use? That's a starting point, others will have different ideas for you too.
