First thing I'd do is remove a hydralic pipe and see how fast it can pump oil into a bucket. Also I gather that some TE20's have a safety valve in the left side of the hydraulic top cover. Checking that is ok might be an easy first step. (spring broke in a safety valve in our JD2850 and we lost high/low instantly. I don't know exactly where this valve is. You'd just have to go exploring with a spanner. Beyond that I think you might need to drop the hydraulic pump out for a look. It unbolts from below but you need to take the side covers off and release the control fork from the pump before you can remove it. (put lift lever in lift position and spring the fork off of yoke ends - easier said than done) You also need to remove the PTO shaft, I think. It is possible to remove the control valve and safety valve from the pump with the side covers off and PTO shaft out to have a look at them without removing the pump fully or detaching control fork so that might be worth a try. If it had a hydraulic oil filter I 'd suggest that but as far as I know it hasn't got one. Oh, and check there is actually oil in back end. I inherited an FE35 with allegedly knackered hydraulics and that was what was all that was wrong with it. Also I helped dismantle a Kubota with the same hydraulic "fault" under the assumption that someone had already checked the obvious things. Now I check that first.
