TO-35 Hydraulic Adjustment?

I have a TO-35 and have rebuilt the pump and the sector linkage. The only problem is I followed the adjustment instructions in the service manual and can't seem to get the position and draft control levers adjusted right. When I raise the position control lever from fully lowered position the lift raises all the way up until the relief valve opens. However when I partially lower the position control and raise it back up the lift only comes up to the properly set position. It doesn't respond the same way every time i guess is my problem. Everything seems to be adjusted according to the manual and all connections are tight. Could anyone please give me any suggestions for things I might be overlooking. Thanks!
