TO-20 THROTTLE SURGE ?

MY TO-20 SUDDENLY BEGAN TO REV WAY UP. IT WILL IDLE OK, BUT AS SOON AS I GIVE IT A LITTLE GAS ITS WANTS TO REV WAY UP AND THEN IT TRIES TO COMPENSATE FOR IT. I CLEANED OUT THE SEDIMENT BOWL AND CHECKED THE OIL BATH FILTER. WHAT COULD CAUSE THIS? THE MOTOR WAS REBUILT 2 YEARS AGO AND A NEW GOVERNOR WAS PUT ON IT THEN. IS THERE A VACUUM LINE OR ANYTHING THAT COULD CAUSE THIS?

Improper governor adjustment will cause this condition. Reset your tractor governor per the instructions in the owners manual. Check for broken or missing springs, pins or binding linkage. If the external linkage is fine, the internal parts may be causing the problem.
