My son has a tea-20 that has a lift with a mind of its own. He has a King Cutter scoop on the
back, works fine empty. With a load of dirt, when
he raises it, it will raise and then fall, the
position control lever will also drop. Is this a
reflief valve, spring adjustment, or worse ?

It sounds like the springs inside that connect to the fork are loose or missing. When the lift attains its upper limit the oil pressure builds until the relief valve opens, relieving this excess pressure may cause your condition. You'd be prudent to purchase a shop manual for your tractor and inspect everything, insuring yourself that all the parts are working as they should. Another possibility is the master control spring needs adjustment per the manual. It must be adjusted with a load on the arms, requiring you to lower the load to the ground for each adjustment of the yoke on the rod. Begin by soaking the rod threads with penetrating oil such as PB blaster each day for a week. The threads will rust into the yoke and can be quite a problem if they haven't been moved for a while.
