If you look up in the list 8 bullets, you will find a thread called "LOOK OUT FOR THIS SCAMMER". In it, he is talking about a James Haldeman with the same address- 194 East Main Street, Minot, ND 58544 as is mentioned in your email.

It is called a "redirect". If you look closely at the browser address (www.) it changes from "CGI.ebay" to some unknown address. The page is almost identical to an ebay page. If you blink your eyes, you will miss it when it redirects.
It is not even going through ebay, and the reason they have an "agent" is so very obvious.
Ebay can give you a tool bar to download. If you open it first and then open ebay, it will alert you to redirect pages.
If you read the short security page from ebay, they warn of this activity.

probably they were not even in the USA ebay frowns on WU payments and this is why. It is much harder to scam a credit card or pay pal,but not impossible. Another trick latly is to sell a tractor on ebay (an say its at a farm in west sing sing) It either doesn't exsit or was suddenly stolen. On fellow drove many miles to find this out.

Just to let everyone know I was almost scammed by a fellow. he had arranged for hay to be picked up at my house for delivery to him. he sent me a check for the hay and wanted the rest western union to a fellow in manhattan new york. I would not send the rest of the money to his hauler i advised him i would pay him when he arrived. TO MAKE A LONG STORY SHORT THIS CHECK WAS CLEARED BY THE BANK AS REAL, THEY COULD NOT TELL THE DIFFERENCE THE CHECK WAS FROM BEVERLY HILLS CAL AND THE PERSON BEHIND ALL THIS WAS FROM INDIA IF IT SOUNDS TO GOOD TO BE TRUE FOLLOW YOUR GUT INSTICTS
