Do the springs on the throtle rod under the hooh have anything to do with the governer working right.The tractor will pull way down im rpms before it kicks in and speeds up? thaks Don

No. The sluggish response is all inside the governor.

Even with lubricant, the parts will wear. When there is enough wear to make some slack in the mechanism, you get that draggy feeling. Springs lose their tension as well, and sometimes break. You have to take it out, look it over, replace the spring, and replace the worn bits.
