It can be done. I know a guy that had the D361 in a 1206 bored to 450+ cubes. I don't remember all of what he did but it didn't take long to get it down the pulling track. He ran it in high-third but the yound kids that bought it from him supposedly are running it in high-fourth. And that is with the roosamaster on it. Not much good for farming any more. Just about anything is possible if you have the time and money to throw at it.

The bore is larger and the stroke is longer on the 407. You'd need the crankshaft and rods, and that's if you can bore the block enough to take the 407 sleeves. All that and you're only gaining 46 cubic inches

You might be able to have the block bored out and then put wet sleeves in to get the 407 you want.would be risky I think the 361 is out of a 806,1206 the 407 is out of the 856,1256 not sure if the 1456 was also the 407 but would be easier to just get an engine out of another tractor.
