Ken: Sounds like you are describing an external circulating tank heater. Does it look like a soup can with heater size hose in and out, going to and from engine block? If so you already have the most effective type block heater on the market.

Look around farm dealers or industrial automotive stores. The 1500 watt version of the will start that 706 diesel at -30 F after being plugged in for only 2 hours. I liked the the 1500 watt heater for tractors I wasn't using much, as there was no need to leave them plugged in. For a tractor being used everyday I'd go with much lower wattage and keep it plugged in 24-7. These tank heaters all have thermostats shutting them down after coolant reaches a certain temp.

I will assume since you have a 1967 706 it is a German 310. I have a 67 706 and a 68 756 both German 310's You should be able to get a tank heater from any auto parts dealer. I run mine from the water pump to the block drain, that will circulate the water and keep the whole block warm.

What the heater does is keeps the water/antifreeze warm. You should be able to get a new one from a Case/IH dealer. The dip stick type will work but not as good as the other type and they can also burn your oil which can/will cause engine trouble.
