I saw in my operators manuals for the M and SMTA that "treads of 52 to 68 inches can be obtained with the wheels turned in and 72 to 88 inches with the wheels turned out." How is this measured? With my wheels turned out how do I get the outside of my rear wheels below 83 inches? Right now the SMTA wheels measure about 85 inches with 13.6 inch rubber.

The only way you can do that is to use a 11.2-38 (10-38) or smaller tire. That will make it 82 inches to the edge of the tread. If you are trying to fit it on a car trailer, the widest part of the tires will be 83.2 inches apart, and will rub on the fenders. 11.2's are a little small for an M anyway.

Tread width is measured from the center of one rear tire to the center of the other tire.
