Felt oil seals

I just checked the archives on how to install the felt oil seals on the rear of my Super C engine. I am even more confused than before I read them! Some say to install dry, some say to install after soaking them in oil. Some say to cut off the ends that stick up, some say do not cut off the ends! I need some advice. What's the right way to install these split felt seals? Also do I need to use any gasket sealer or anything like that on them?

Don't cut the seal and it will install a little better if you use the oil and the old style expanded wire seal installer. They look like chinease hand cuffs.

I don't know if soaking them helps or not, but don't cut off the ends.
