throttle control problem

I have an H, with the square tooth type throttle control lever. It is in good shape, the square and the tooth. When I advance the throttle, the flat part of the lever twists, allowing the throttle to slip. What causes this? Could I be missing some bushings from the control lever? The rod that connects the throttle linkage to the governor control linkage does not appear to be bent. But there is some play in the bracket where they meet. Any suggestions?

The best and easiest fix for this (in my opinion) is M & W friction throttle. Genuine M & W can be found and Chinese replicas are plentiefull. Some do not like them though.

There is supposed to be two washers and a short Fairly stiff spring between them to apply upward pressure to the lever.
