Loader was working OK . Hydraulic oil looked Milky. Drained old oil: replaced with new oil.For some reason loader will not raise bucket. Is there a way to bleed system to see if that cures the problem???

Your relief valve may be the problem bypassing the hydraulic fluid. You should hook up a pressure gauge and see what the pressure is. You do not want to get hit by high pressure hydraulic fluid. My manual doesn't cover the TD9, it just covers the MTA & W6, H, M & Cub hydraulics the TD9 is probably similar. You should get a manual that covers that tractor and it will give a step by step procedure for troubleshooting. I would move the hydraulic control levers back and forth
10 or 12 times to see if that will remove the air.
