if i try starting the tractor it just about runs with full choke and govenor open and wont pick up.

The first notch should be aligned with pointer when No1 piston is at TDC on the compression stroke. Then install the mag with the rotor at No1. Try this and see if the engine runs ok. You need to be sure you feel that compression against your thumb when you're on the compression
stroke.

This is what I do make sure #1 TDC compression put your timing marks on the first notch on the pulley go a little bit farther then trip the mag just past # 1 on the rotor make sure its # 1 compared to the dist cap. install mag. When you install the mag turn it as far toward the motor as you can. Then turn the motor over backwards about 1/2 motor revolution . Then turn it back with crank or something simelar untill you get the first timing mark on the pulley lined up . Then slightly turn the mag away from the motor untill it trips and tighten it up. JON
