Carb is super cold at all times. Upgraded engine to 4 1/8" pistons. How do I fix? Someone told me to change the venturi to a no 33 from the 27 currently in it. Runs "rich" but is starving for fuel.

They will do that when the weather cools down and humidity goes up and the icing you see on the outside is also on the inside and restricting the air flow , now i am not sure because i can not see what manifold that you have on it but richening up the carb is not the answer we have also had the problem on other gassers and ya need to let the exhaust heat sort of soak on down to warm the carb the stock manifold has a heat exchanger built in around the intake but over the years i have found that carbon and oil deposits fill that in and thus no heat will get down to the carb to warm it

My suggestion would be a carb from a W9
