Thanks to Sloroll and to Jmmes williams. I really appreciate that you took the time to help. I found that the governor sleeve was not moving out forward enough. I put shim between the weights and the back of the sleeve (the spool looking thing) and now all is well. I drove the tractor around the yard and I am proud to report that this is the first time it moved under it's own power in at least eleven years, probably a lot more. Damn this is fun!

Bob,Isnt it great to here your tractor run properly for the first time.when my friend fixed the governor on my regular I just about cried.Im getting ready to take it to its first fair,Its not painted up but its all complete,thanks to COWMAN and alot of others.I have 2-F12 1-F14 1-Mc10-20 and I think my regular is going to be my favorite
