PTO on Farmall 450

I have just purchased a Farmall 450 and I am quite unfamiliar with it. The PTO runs very slow - not enough speed to operate a Rhino mower (set for 540 rpm). The tractor does not have TA. Is there an obvious answer to the problem?

First, 540RPM is with the tractor running basically at full throttle. Are you expecting 540RPM at idle or at some mid-throttle point?

Second, is the tractor revving up?

If the tractor is revving up okay and you're at full throttle, then it's probably the clutch in the PTO unit itself that's slipping. There is a procedure to adjust the clutch in the I&T manual, but considering the age of the tractor, the clutch is probably shot and will need to be replaced.
