Can you guys tell me what I would need to replace internally on this,tractor started surging on me,and some erratic idling on it.I have looked at manual and read few archives also on about it,
sounds like I may just need a new spring ?

Good advice below. However if you live where temperatures are constantly below freezing, problem could also be condensation has frozen in the governor or linkage tube and is causing the carb throttle shaft to stick.

If adjusting the carburetor and fixing any vacuum leaks does not cure it, remove the governor and bellcrank covers. Carefully clean out any sludge, ice, etc inside. Then make sure the governor to carb bellcrank and throttle shaft move freely without any binding.

Check the manifold gaskets first, then the float for fluid in it.

When you open the governer, look for wear areas.
