Industrial A clutch question

I think I already know the answer to this question,but I am looking for a second opinion.
I picked up an I-A at a auction recently. It had
stored inside for many years. The problem is when the tractor is in neutral,and you try to push the tractor the engine turns with the tractor. If you push in the clutch,the engine won"t turn if you try to push the tractor. I would guess the clutch is stuck,or am I overlooking something else?? Thanks in advance!!

Hi Brent, It sounds like your transmission is still in gear even though the shifter is in neutral. The clutch appears to be disengaging
when you depress the clutch pedal. As Sam has said your problem is in the transmission. Hal

If the gear shift is in neutral it shouldn't matter what state the clutch is in, the engine shouldn't turn when you push the tractor. If your clutch was stuck then pushing the tractor -in gear- would result in the engine turning over regardless of the clutch pedal position. It sounds to me as though your gearbox is either badly worn or (more likely, I think) someone has had it apart and put it together wrong. My suggestion (you should probably wait for a second opinion on this) would be to take the top cover off and shift the gears by hand until rolling the tractor with clutch engaged doesn't turn the engine over. The make sure you shifter forks are in neutral and reinstall the cover. Hope this helps, SAm in NS
