where is the impulse spring located? is it in the metal disk between what looks to me like two weights and the drive coupling or is it behind the part that the tapered shaft goes into that is held down with 4 big flat screws? thanks

The impulse spring is a coil spring that is located in the drive cap. You can tell immeditely if it is broken. There should be two steel plugs in the ends of it. The end catches on part of the pawl plate and winds up until the arm lets go of the pin in the mounting flange. At this point the spring pushes the shaft and pawl plate around quickly giving the magnets more speed to produce a strong spark.
