Water pump eats packing

Pump has been cleaned and has new packing, seals, etc. If I tighten the packing nut until snug, the nut will not stay tight, causing a leak. If I tighten it more, compressing the packing further, some of the packing comes out the shaft hole after it runs for a while. The impeller shaft is slightly scored from 50 years of use, but I don't think that should cause the problem? Originally had 2 pieces of packing, the nut bottomed out, did not think that was enough, added two more, it leaked, finished with a total of six, no change. I have read that 3 or 4 or enough, but it didn't work for me. I have not seen this particular problem discussed before, it's not in the archives. Tractor is a Super H.

You are greasing the packing I assume?

if the shaft is not smooth or it is loose in the bearing it will not hold a packing.
