F-20 head bolts

I have a 1939 F-20 which I am putting the head back on. There are eight bolts that are around the valve springs and I have been told they should be torqued to 90lbs.There are also seven bolts coming through the head on the top left side that the water outlet cover goes on. My question is do these seven bolts count as part of the head bolts and do they get torqued down the same, I don't want to crack the water cover.

Big Red Cowman is right. they need to be torqued also. I torque the bolts in a spiral patern including the watter jacket bolts starting with the one in the middle of the head. I torque them all to 70 foot-pounds in the spiral patern and then increase to 80 foot-pounds in a spiral pattern and then to 90 foot-pounds in the same spiral patern.
