Hard starting 706

I have a 706 diesel that is hard to start. I have to really preheat with the glow plugs (even in the summer), and only have the throttle barely opened. As it begins to start, it's as if only a couple of the cylinders are firing. I have to gradually open the throttle and if I open it too quickly it's as if the engine is flooding (not possible in a diesel?) and it stalls out. I preheat again, try starting again, until finally it takes off. The problem is worse the colder it is outside, but once running the engine works fine.
I've heard of others having the same trouble with the 706. What is wrong? Is there a cheap, easy solution or do I just have to live with it? Any help appreciated.

To check glow plugs without removing. unhook elec wire from all glow plugs but one. Push glow button & watch glow meter/guage. Unhook that plug & connect the next one, push glow button & watch glow meter. Repeat this step until all plugs plugs have been checked. the glow meter should move the same amount on all glow plugs. Low or no reading indicates bad plug or open circut

With all the d282's I have seen only one would start with out using the glow plugs in the summer. They are not supose to start with out the glow plugs any time. All the plugs must be good and you can not check the plugs and be sure they are good with taking them out and looking at them and check them whem you have them out and see that they get red on the end.The engine must be in good shape as well then they will start.

Surely there must be some spec that a person could check with a DVOM? I have recently been reading up on diesel systems and there should be a spec for resistance of the glow plug somewhere.

Dad had a 560 diesel with the same engine as you with the glow plugs. He said about 1 minute during the summer, even if you just shut it off 20 minutes ago, and up to 2 minutes in the winter. He says it always started as long as the batteries were good, but had to have good glow plugs too. He also said one time that sometimes holding the glow plug button after it started for a few more seconds helped.

706D's are usually a little hard to start, at least by today's standards. I have one that starts about as easily as any I have ever seen, but it still takes 45 - 60 seconds of glow plugs in summer, and 90 - 120 seconds in winter. It will start on five and pick up the 6th in about 15 - 30 seconds. It seems to start best with the throttle set for about 1000 RPM. You will want to make sure all your glow plugs are working. Any that aren't really affect cold starting. Injection pump timing can also affect starting. Mine was timed at 0° when I bought it, but it starts a little better at 5° advanced (which is what the service manual calls for.) Beyond glow plugs and timing, you may have to have the injectors and/or pump checked, or check for causes of low compression.
