My 420C book calls for 1 1/2" of sag in the center of a 4-roll track. When I bought my crawler it had about 4". After adjusting I ended up with 1 1/4. Is this bad? I intend to use it in the snow (and mud if it ever gets here).TIA

You are ok at that. Generally being a little loose puts less wear on the under carriage, but a 1/4" isn't a big deal.
You have to be careful in mud. Depending on the conditions you want to keep them a little tight to avoid running them off. You have to watch build up if you are in cohesive soil, it can tighten them up while you are running just from the build up on the sprockets and pins, and you may actually have to back off.

P.S. It has the pads with the hole in the center.

Bernie,
With snow shoes, you won't have any trouble in snow, but in mud, they will tend to really pack the mud in the links. If you get it badly mudded up, take the time to wash as much of the mud out as you can when it is still soft. Once it hardens, it becones a real pain.
