990 hydralic problems

I have a David Brown 990 selectamatic with a front end loader, When I start off using the loader it works perfect and Im pushing about 2000 psi. After a short period she starts to drop down to about 1400 psi and the loader doesn't do much... Will a weak pump cause this even though the pressure is good at the start???
