I recently purchased a model c for my dad. We have gotten it running without too much difficulty, but the hand clutch is REALLY difficult to operate. I'm not sure what to look at for the problem. Is it just need an adjustment somehow? Or is it something more serious? Any help is appreciated.

You need to test the entire clutch linkage from the hand to the clutch forks. Some place along this system you will find a part that is not free.
The shaft though the bell housing is most likely where to start though. Disconnect the linkage at the cross shaft and see if it will turn freely.

We removed the inspection cover and it appears that there are I think three fingers that slip up onto a small hub like part. Those fingers look like they are too tight on it. Are they adjustable?

I don't think it is caused by the clutch surfaces being too tight. It is hard to pull before they make hard contact.
